No, but judging from the description of what a conlang is, I swear that I've come across a text that mentioned an historical example

of course, I may be wrong since it's been quite a while since I've read that (no less than an year or two - and I don't even remember what website it was)

A friend from college claimed to have done this before, though my friends and I are way more into character and world building than the languages themselves.

All the credit to someone who can take the time to develop one. It looks like it takes a lot of thought and effort to do well.

Just to think, when I first started mine in like 1999/2000 it was merely a respelling of the English language... but it evolved into something with Slavic and Turkic influence (it even got a Cyrillic version :D)
