It shouldn't even be running off timezones. Aren't birthdays stored as a simple mm/dd/yyyy? It should be returning the same value regardless of the viewing user's timezone in relation to the afflicted user's timezone.

It's in the code for some retarded reason to affect birthdays with timezones. Don't ask me, ask @Emuz.
