Well, explain everything. It's fun troll Ninji's reporting script, though.

Anyway, I don't why at one time only the streets were elevated in Seattle but not the building entrances for a while.

But anyway, they raised part of downtown by one floor, but the streets and buildings were done out of sync, so for a while you had to climb up ladders at every intersection to reach the street and back down to reach the sidewalk and businesses. I am not making this up.

There's a tour available that lets you explore part of the original level. Mostly abandoned now of course.

Yeah, I know. It was just weird that you had to use ladders to climb up the streets.
