The NT version of Progman worked up to Win XP, then it was dummied out in one of the Win XP Service Packs.
Of course it does not stop you from taking it from a earlier Windows version like what Nicole probably did. I remember uninstalling a Win16 shell within Windows 95 we didn't use anymore, and it would bug out and set progman.exe as the default shell. We edited win.ini manually to fix that I think.
