ACTA was among various multi-national attempts to squash piracy. I wouldn't be surprised to see a new one popping up within the next couple of months or so.

Most people didn't hear of ACTA. It gained less attention than SOPA to say the least.

I was one of them. I've never heard of ACTA, but Piracy? I don't pirate things but I really don't care what happens there, to be totally honest.
