The new page is the general reply page, with the full editor as opposed to the Warp Whistle's. I can see where you're coming from, but if you want to quote a single post I think the reply button works fine. I think a quote to Warp Whistle is a useful thing myself. I often make multi quote replies and it makes it simple.
