Since my artsy skills are terrible, I'm gonna poke references to my thoughts.
Chibi-style for sure. A Chibi-catgirl with a bunny-ears headband. Hotlinking will result in you getting 403'd) Maybe for the wings thing, a little pair of floating chibi-wings akin to my Sorceress: (Wings are not attached to the body) 
The wings alone might be enough to hit the dark and fairy theme. Red hair with Yellow highlights to make a flame-colour would be neat. The world could always use more heroes! |

The skin's a freebie for Starcraft 20th Anniversary event. I also sit at 187/188 Lunar New Year event items. Given them all, Junkrat's Firework skin is still my favourite from the whole collection. The world could always use more heroes! |

There's still more missing features at least. 2.6 would probably be when those missing features are there. The world could always use more heroes! |
