What's the toughest type of Wrestling Format?

In my opinion, that depends on what you mean: match type, or wrestling style.

If you mean match type, probably Hardcore or Iron Man matches. Hardcore matches are pretty rare these days, due to the blood, violence, and use of weapons like barbed wire and light tubes. However, Iron Man matches (matches that last anywhere from 30 minutes to a full hour, most pinfalls wins) can be absolutely grueling, and require really good physical conditioning for everyone involved, and can be really tough.

However, if you mean wrestling style, my first reaction is Japanese Strong Style, due to it's hard hitting strikes. You could make a case for Lucha Libre due to it's tendency to incorporate lots of acrobatic, high flying moves as well.

Also, no, John Cena is still an active wrestler, and just recently lost clean to Shinsuke Nakamura, whose nickname is "The King of Strong Style". Food for thought. ;)

Lot of people are giving WWE a bad rap for their habit of ticking off their fans, especially with Shinsuke going for the champion belt against Jinder Mahal and losing. Especially considering Jinder is barely on anything at all, and when he is, gets closer to be, and I quote: "on pace to be one of the worst WWE Champions of all-time".

And they're gearing up for probably another Goldberg return too, not sure how to feel about it since his few matches during his first return outside of Royal Rumble were pretty much all squashes.

I would have agreed with you until just this past Tuesday. AJ Styles is the champ now, and they're setting up for AJ vs Brock at Survivor Series. As much as I want to see Shinsuke win the big one, the prospect of this main event has be salivating, and AJ is probably one of the best talents WWE has right now.

Also, I doubt Goldberg is coming back. He was in enough pain during his last run, which was about as good as it could possibly be.
