No, but the special stage is a completely different mode in the game and I don't think it would work with water without extensive hacking So far, nobody has made a special stage like that
Sonic 2's split screen mode was rather hackish too, remember... also doesn't work with water-containing stages like Hidden Palace, Chemical Plant, or Aquatic Ruin  "Miracles happen, when you believe..."

I remember messing around with a Sonic 2 hack where you could do 2 player in any zone without water, and needless to say it was really glitchy Oil Ocean was nearly unplayable, Metropolis was all screwed up... (somehow I managed to get a glitchy Chemical Plant act 2 as well)"Miracles happen, when you believe..."
