Just researching dark web in the UK will probably make you a target of surveillance. Not to mention I won't be surprised if the EU worsens the implementation further along the line when they realise VPNs are a thing, to ISP-level filtering

Nah. Seems 90% roughly is down, according to this unofficial page. Amusingly, Steam lacks an official service status page.

Also, downdetector website is starting to show glows even in the US.. so big outage.

The servers were 503ing for the web end, so it's likely they had a server error that just spread.
