It's the worst.

Fire Emblem, a 1% chance the enemy can hit your unit.. and a 1% chance for that hit to be a critical - the only way it'd be lethal.. Enemy hits with the critical.

The one in Awakening where there's a bunch of enemy Dark Mages with Mire comes to mind. Not fun playing dodge the magic, when you're stuck in range and can't kill them as they're hiding behind walls.
