Should I assume that everyone sets their IVs to 31 in all stats unless a particular move/moveset benefits from a 0?

Each song is around 10 minutes long since I didn't want them to end in the middle of a battle. There are battle themes from the anime, pokemon stadium, some from B&W and HGSS. And the final battle theme from Mario & Luigi 3.

Isn't Windows 8 mostly a tables OS, anyway? Windows 7 is working fine and it isn't even that old yet.
